PreviousLICValue field on PDS Simplified Order Item XA BC is not populated (even though i have a value in PREV_CHAR_VAL), so i check the LICValue field, LICValue is working fine and i have examined those two fields and they seem to have no difference, is there anything else I should check?

I need PreviousLICValue to process cancel/drop order.
