can't create analyze plan on OEM when apply oracle PSU Oct 2018 Patch, any one has this issue?

Can't create analyze plan during apply oracle PSU patch through OEM. Didn't have any error. Just told me can't create analyze plan.  Would like to get help for any one has such experience.
