Multi-plant MRP suggest WO only on firm STOT

Is there a way to have R3483 only suggest WO's based on FIRM transfer orders?  Currently, WO suggestions are created based on planned OT's (not firm) and users don't want to create a WO until the STOT is firm.  I thought about having the ST have a W line type to create the WO only when processed but I don't know how to suppress those WO suggestions from the planned OT's.  I don't want to inadvertently double up on supply (from WO suggestion and processing the ST with W line type.)
