Granting Permissions to the Recycle Bin

Does anyone know how permissions are managed for the Document Manager Recycle Bin?  The options and settings for the Document Manager and its folders differ for that of the Recycle Bin, so I am wondering the best way to go about managing the permissions to the Recycle Bin (allow individual or group to empty, delete, etc.)
