E1 9.0 install on fresh Windows 7 machine can't install SSE/.NET Frameworks

I need to spin up a FAT client for E1 9.0 (old!) so I have a brand new Windows 7 (SP1) 32-bit machine.  But no matter what I do when I try to install a full package it fails on the .Net Framework because it thinks its already installed and then cannot install SSE as a result.

This is a brand new fresh install of Win 7 with nothing installed (the only app that shows in Add/Remove programs is Microsoft .NET Framework 4.7.2 which comes with the OS).

Am I missing something obvious?  I will try to remove the .NET 4.7.2 and try again, but would love any input.
