Upgrading to 18.x

We are currently running 17.12.6 and are an on-premise client.  We plan on upgrading to v18 in early 2019.  We will upgrade to the latest version of 18 that is available at the time of our upgrade.  Currently, I see 18.8.4.1 is the latest available.  When we upgrade, do we need to first install v18, then install 18.8.4.1?  Or do we need to install other versions before 18.8.4.1?
