Can we update order line with already pick released lines shipset of same order?

I have an scenario. Could any one help on this.

An order has 5 lines and all are in shipset  say 1. One of the line has split into two lines say 2.1 and 2.2. The new split line 2.2 has assigned to another shipset say 2. All the lines reserved except 2.2 and pick released. Delivery id created for the ship set 1 lines. Picked and packed this delivery. Now the line 2.2 ship set has changed to 1. Then pick released.  Is this ok to update already picked released and packed lines ship set to this new line 2.2?

User didn't want this functionality. System should not allow to enter already pick released ship set to new line.  Could any has faced this issue? which is correct?
