Enable Encumbrance for Fixed Assets

We have enabled an encumbrance accounting in Oracle R12.

Now the issue we are facing is that for fixed assets created through AP we cannot control the budget consumption. If we enable the budget on clearing account, that clearing account will be available when Fixed Asset will be created.

As a workaround, I got a solution that we create a rollup group consisting of Cost Account and Clearing Account. But this solution is not viable in our case. Because for creating roll up groups we need new parent codes (Account values) to be created in the system and my company is a government entity and its Natural Accounts are approved by the Ministry of Finance. So getting the approval of the Ministry of Finance is a lengthy process.
