OMW project fails promoting UDCs

For JD Edwards EnterpriseOne 9.1, Tools 9.2.2.6, Oracle DB 12c Standard Edition, Weblogic 12.2.1.3.0:

When I promote a UDC on a project in OMW the promotion fails.  All other objects promote.  The UDC exists and I can inquire on it;  I can search for in OMW and find it;  there is a OMW Transfer Activity Rule for moving the UDC from Control Tables - Test to Control Tables - CRP.

The attached log files are the result of attempting to promote project CNC-2000, a project with one object, a UDC called 56|AR.

Can you tell me why the UDC promotion fails?
