can't use zoom button when accessing other users requests?

Hello,

We've currently set up permissions for users in our group to view each others requests. Users are able to see their requests and view the output but when they try to click on the Zoom button it gives them the security error : " Sorry You cannot access the file". Our users need to be able to download file to print. Any suggestions to fix or configure this?
