Charging the expenditure Org for materials (inv costs) from Project manufacturing

We are running R12.24  CMRO, INV, WIP, BOM, EAM, Cost,  HR, PO, Project Mfg and Project Costing.  We have departments mapped to Expenditure orgs in Project Management and

are struggling to map the inventory costs to the expenditure organization it always comes across as the Inventory Organization. PJM Parameters appear to be correct

and our expenditure orgs are configured correctly we are receiving the associated labor cost correctly to the target Expenditure orgs just cannot receive the material costs

to anything other than the inventory org.
