18.3 BM installation on X4-2 failed to provision appliance

Error message while in web console after submitting provisioning job:

    The job to provision the appliance failed.

    Status Code: 404

    DCS-11005: DCS-11005:Public network on node 1 is not configured.

This ODA has always had a unique networking configuration recommended by Oracle Support a few years ago to avoid conflict with our internal 192.168.17.0/24 subnet.  The configuration sets up routes through eth1 for the two private interconnect addresses and deletes the route for 192.168.17.0/24 through eth1, which in effect routes all other 17-subnet addresses through the bond0 default route.

After running configure-firstnet on node 0, I manually applied this configuration for the custom routing to both node 0 and node 1:
