Read-Only user creation in OTM 6.4.2

Hello,

I am trying to create a Read-Only user in OTM 6.4.2

I have followed the steps from notes and FAQ's I have found in support, however the user is still able to make adjustments to shipments and order movements.

What are the proper setup steps to create a full read-only user?
