What's the basic difference between Multi-buy and Threshold Promotion ?

What's the basic difference between Multi-buy and Threshold Promotion ?

I understand Threshold promotion can be set up using the threshold data we have configured in RPM, and it's irrespective of any item or merchandise hierarchy. Also, any Threshold promotion can be created using multi-buy functionality as well (as an alternative). But NOT all multi-buy scenarios can fit under Threshold promo criteria. Please confirm if my above statements are correct, or request to correct me.

Kindly share an example/scenario where Threshold promotion is the only option and multi-buy feature rules out.  I can think of below example which CANNOT be used as Threshold type -
