499-R Creation for employees who only worked in PR part of the year

We have employees who only worked in Puerto Rico for part of the year and did not have the "R" on their Fiscal/Data.  There is no "R" record in F06156 or F06136.

How do you create the 499-R for employees who were only there part of the year and the data was not updated to show Puerto Rico other than in F0618 and Tax Area History for tax area = 72?
