Oracle Cloud - PeopleSoft showing slowness in Multilanguage

Hello everyone,
 
We are going through times of trouble where even Oracle experts are struggling to help us.
  We use PeopleSoft as our primary Global tool and when we use it in Portuguese or English, it works satisfactorily.
 
The problem is related to French. Running tests from the same locale, when the application is placed in French, is presented an absurd slowness, preventing even the application from working with time out errors.
 
Something suggests to me some problem related to the Database, but I do not know if it could be something compilation, indexing or something like that.
 
Has anyone ever had anything like this? Network tests have already been performed .. link ... and no problem was found. Only when French is used for the application.
