How to push the orchestration message to multiple users?

Here is the scenario - to push the information (email or SMS text) to related users while the new work order is created. I  took the OBE - "Invoking an Orchestration from an EnterpriseOne Event" for reference to activate B98ORCH via F4801, however how can I pass my message defined in orchestration steps to multiple users? I knew there is the function to assign the notification to multiple users, but how the same thing can be done for orchestration? (it should be triggered by table event) Thanks!
