Can a Standard Invoice entered in currency USD paid in INR

Our Business Requirement is like this -in INR Functional Currency Ledger

1. Resource takes advance in USD for International Travel

2. Returns back and submits Expense Claim in USD.

3. If the Expense Claim is more than the Advance For eg. If Advance taken is USD 100 and Expense Claim is USD 120 the amount payable to the resource is USD 20. Business requirement is that the USD 20 amount can be paid in equivalent INR and not USD.

4. The entered currency cannot be changed to pay in INR, please suggest a workaround or a solution
