Product Allocation Hold

I looked but couldn't find an answer to my question in the documentation.

Is it possible to set up a product allocation hold using the basic preference (07) and an item group only?  The client is asking that we have an order go on hold whenever a particular item is sold, regardless of who the customer is.  I have it set up with just the item group, I'm getting a warning that it's above the product allocation limit, but then when I try to bypass the warning, I'm getting a commit fail error.  So, I'm wondering if it's even possible to do it with just a basic item group.
