Cannot refresh 10.3.6 targets after SHA2 certificates addedd

Since applying SHA2 certs on our Weblogic systems, None of the 10.3.6.0.0 nor 10.3.0.0.0 domains can be have the targets refreshed. Our EMCC is currently 13.1.1.0.161115. Our other 11g and 12c can be refreshed without issue (Remove Targets followed by Add/Update Targets.from EMCC Console). When doing the remove or add/update for the 10.3.x domains, we get the following:

Finding Targets - Failed.

Failed to discover WebLogic. Check host,port,credentials,protocol and be sure the server is running and the same farm is not already added. This UI can not be used to discover WebLogic version 7.x to 8.x. Exception: Failed to discover WebLogic: java.lang.RuntimeException:-java.lang.RuntimeException:-javax.naming.CommunicationException-t3s://wmesss01.idexxi.com:31000:-Destination-10.10.24.101,-31000-unreachable;-nested-exception-is:---javax.net.ssl.SSLHandshakeException:-sun.security.validator.ValidatorException:-PKIX-path-building-failed:-sun.security.provider.certpath.SunCertPathBuilderException:-unable-to-find-valid-certification-path-to-requested-target;-No-available-router-to-destination. No targets discovered. Check host, port, credentials, and protocol and be sure the server is running. This UI cannot be used to discover WebLogic version 7.x to 8.x..
