ReconfigureDB from Legacy Encryption to Enhanced Encryption failed

The client is on E920 and upgrading Tools from 9.2.2.4 to 9.2.3.1. We follow the Oracle guide ( https://docs.oracle.com/cd/E61420_01/doc.92/e92808/required_tasks.htm#EOTUP123 ) to upgrade Tools Release. Could someone point out that the step "2.9 Converting the Local Database Encryption with ReconfigureDB.exe" is for all upgrade paths? We tried to do the same (on Deployment Server or Development Clients) but failed with password incorrect (Please see below screen dumps). As I remember, the OEE installation of Deployment Server and Development Clients does not require setting up system/sys password. So I guess it is for DB that is installed with standard Oracle DB package. Please advise the details.
