Grants billing interface error

We are getting a billing interface error 0510 it is because there are no accounting entries in the table INTFC_BI_AEDS - BI . Usually we fix interface errors on the correct interface errors under billing . We are unable to find any place to populate the accounting entries, Is there a way to fix this online?  Also does anyway know why did it occur the accounting entry are populated in the contract page. Where does it look to get the accounting entries? This is for a fixed price contract in Grants.
