Unable to type Party_Number in ar.hz_parties using API

If I posted in wrong place, I must apologize first. (I post here because the ar.hz_parties)

I am using this API

Problem:

When I try to type the Party_Number and pass the whole type to apply the API in Toad. There is a error message 'You cannot pass the party number because the profile option HZ:Generate Party Number is either Null or is set to Yes.'

I found the solutions on support.com. And I try to change the HZ:Generate Party Number to 'No', but it still not functionable.
