Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. I am trying to load level 0 data to a Plan scenario in EPBCS.

The level 0 cells are grayed out even though all members are level 0.

I tried writing a BR to write a value to a cell to create a block. It did create the value but the cells are still gray. Any ideas?
