Quality plan question

Wondering how this can be accomplished? Say there is a LOV with 5 different entries in ElementA. Then we have ElementB. It has say 20 potential entries. When the user selects  PAINT in ElementA then 7 entries out of the 20 are made available in ElementB. So there is an if/then dependency.

Can this easily be done?
