PA Local Services Tax W-2 reporting

One of the campuses in the North Dakota University System employs two people who live and work in Pennsylvania.  They have PA Local Services Tax withholding that I think should be reported in Box 14 of the W-2.  When I review the Tax Form Definitions table, there's nothing defined for PA Local Serves Tax so I decided to add it.  I used a code of 14LS, filled in the description and short description, selected a Jurisdiction of 'Local', State = 'PA', selected the Locality, selected a Tax Class of 'Local Services Tax' and an Amount Type of 'Tax'.  Then I
