Need to know process steps to load Souring Lane Data via CSV

I'm working in OTM Cloud version 18d.

Per the attached TOI, you should be able to load your lane data and skip the step to create the shipment history (P Shipments), but I have not found instructions to accomplish this properly.

Slide #13 - "3.If you do not capture your shipment history in Sourcing, then you can skip the shipment history entirely and start the truckload rates sourcing process by creating a lane summary."

In addition to the TOI, I also checked OTM help but found no answer.

Has anyone been able to do this or do you know where to find instructions to do this correctly?
