Payment Method Restrictions

We currently have 20+ payrolls that have their own unique payment methods.  We are looking for a way to combine these 20+ payrolls to gain processing efficiencies. We currently have them split since the payment method is limited by payroll cycle.  Is there any other way to systematically place restrictions on a payment method for employees?  Ideally we would like to control this per GRE or possibly Organization.  We would need this control on the form and HR self-service.
