Recommanded patch for Oracle 12cR2 on Windows Superseded by p28810550

Hello, I'm installing a Fresh install of Oracle DB 12.2.0.1 on Windows 2016.

Recommanded patch for that version is: p28412312.

The Prerequisite of this patch is: Windows DB Bundle Patch 12.2.0.1.181016 (Patch 28574555)

But this one is superseded by p28810550.

Problem is conflict between p28810550 and p28412312.

I can't install this OJVM patch so.

Do you have an idea ?
