Unable to save the Employee Status under the Organizational Tab on User Defaults page

My organization is in the process of upgrading to 9.2 Image 29, Peopletools 8.56.13. From time to time, we need to make changes to the Employee Status under the Organizational Tab, in order for our proxies to be able to submit Expense Reports on the behalf of retired and/or terminated users. While testing on Image 29, I attempted to change the Employee status from Terminated to Active for an employee that had been terminated over 60 days(we have to perform this extra step in order for the proxy to have access to the inactive employee's ID when creating/modifying the claim
