BenAdmin and FlexCredits

My client has BenAdmin and if the employee waives medical and/or dental they receive a flex credit. At the end of each calendar year and after OE they have an issue with the Flex Credit being stopped for the OE calendar year. Has anyone dealt with this issue before? I see that there is a field on the Event Rule for Provide Flex Credit upon default. What exactly is the functionality of this? What happens when this is selected?  Is there a way that we should set the FLEX CREDIT not to have an end date on the Additional Pay
