In E1 9.2 can PPA shipments be consolidated with collect shipments?

Hello MOSC,

In E1 9.2 can PPA shipments be consolidated with collect shipments?

For example, the Special Handling Code on the Freight Handling Code for a shipment is blank. The Special Handling Code on another shipment is 1, for collect. Both orders have the same origin, destination, MOT, carrier, and promised ship date. The user manually consolidates the two shipments. The user selects the shipment with the blank Special Handling Code as the reference and consolidates other shipments to it. One of those other shipments has a Special Handling Code of 1.

The shipment consolidation process is not successful. If the reference shipment number to which the other shipments are consolidated has a blank Special Handling Code, then shouldn't all of the other shipments be consolidated to the reference shipment number regardless of the value of the Special Handling Code?
