SR 3-18856136021: OEM 13.2.0 agent with 13.3.0 OMS server issue

Hello,

Customer is using AWS RDS. He tried to install 13.2 and 12.1.0.5.0 agent to work with 13.3.0 OMS server, and failed with version incompatibility errors as shown below.  But from Oracle's support doc, it seems like lower version of agent should work with higher version of OMS.

Error while installing OEM_AGENT. Message: Unable to install the Oracle OEM_AGENT because your OMS host version 13.3.0.0 is not compatible with the agent version 13.2.0.0. Update the option version and try again. For more information, see http://docs.aws.amazon.com/AmazonRDS/latest/UserGuide/Oracle.Options.OEMAgent.html

Customer is not getting 13.3 option. He did following
