13.3 Installation Fails with OMS and Repository on Same Host

I am installing 13.3 with the OMS and Repository on the same host,  The installation (via X Window or silent installation) fails consistently at the last step of installing the agent for the OMS host.  There is no error message--the installation simply hangs at the step "Configuration Assistant "Agent Configuration Assistant" is in progress.".  Has anyone seen this?  When using the X Window, the connection is lost and I suspect the Agent Configuration Assistant is doing something that interferes with the OUI.  The OMS has already started but is unavailable via the Console.
