Tax calculation for specific Customers

Hi All,

Please find my requirement :

We have tax rules in place for one specific OU. Tax is calculating all the customers that State 5% + City 1%. Now we have got 2 customers for them only State 5% Tax only chargeable and  City1% tax is not required.

But due to the defined tax rules for these 2 customers transactions also calculating 5+1 = 6% Tax . We want to restrict these 2 customers tax should be 5% and not 6%.

Could you please suggest how to achieve this requirement for these 2 Customers to reflect correct tax for their transactions.
