Unable to create discreate job from backend-Invalid Bill Revision information

Hi

I am trying to create oracle discrete job form backend using interface tables. When i do this i get this error in WIP_INTERFACE_ERRORS table

Invalid Bill Revision information.

Possible Causes:

1.  You have chosen an invalid revision.

2.  No valid revision exists on the revision date you have chosen.

Below is the code

INSERT INTO WIP_JOB_SCHEDULE_INTERFACE 

        (JOB_NAME,CLASS_CODE,STATUS_TYPE,ORGANIZATION_ID,FIRST_UNIT_START_DATE,PRIMARY_ITEM_ID,

        START_QUANTITY,LAST_UPDATE_DATE,LAST_UPDATED_BY,CREATION_DATE,CREATED_BY,

        LAST_UPDATE_LOGIN,LOAD_TYPE,GROUP_ID,PROCESS_PHASE,PROCESS_STATUS,DATE_RELEASED,
