Does Oracle deliver the Acknowledgement ID OE1?

In the recent version 9.2 PUM 28, Fluid Benefits Enrollment was released in eBenefits.  In the configuration of the Activity Guides for Fluid Enrollment, the Categories configuration references an Acknowledgement ID of OE1, but our environment does not have any Acknowledgement IDs configured.  Was Acknowledgement ID OE1 delivered with the PUM 28 Update?
