9.2 Tax Update 18-E and WA FMLA (Patch 29050141) deployment problems

We implemented Tax Update 18-E and the PRP to fix WA Family Medical Leave last night (patch 29050141) and ran into problems.  We are at 9.2 and PUM23 in production (on Tools 8.55.23)

We had successfully applied Tax Update 18-E, from the PUM appliance  to lower environments, and then applied the PRP separately, when it was delivered, from the PUM appliance.

However, for Production, we applied both the Tax Update and PRP together from the PUM appliance.

Bug #1) Applying together caused a delivered update script, CP_alttbl.sql, to default Company State Tax Tables to zero, instead of 100/45/55.

Bug #2) We attempted to update the Company State Tax table via the delivered page but the system would not let us.  Repeat... you cannot update the page manually as Peoplecode throws errors when you enter the
