Changing an Item's Stocking Type from P to 0. Is this possible to do?

I have users that are trying to change an Item's Stocking Type from P to 0 (Phantom).  Is this possible to do?  We are release 9.1 tools 9.1.5.  An error message pops up and stops them.  Error states:  Stocking Type Invalid.
