Activity Guides - Multiple users access the same instance of an activity guide

Has anybody implemented an activity guide where more than one person has access to the same instance of an activity guide? Is this possible with the delivered framework?

The scenario in question is in Commitment Accounting (CA). We are looking to create an activity guide for CA to run post-payroll processes every 2 weeks. The processes in generally are not run from start to finish by one person. Often times, if the person in charge is not available to run part of the process, a second person may step in to run a section of the process. Then the person in charge would come back, continue and finalize it.
