How can I have freight charges and tax included in blanket sales agreement fulfilled amounts.

My client has a requirement to include freight, handling & tax on the amount that gets released/fulfilled in the sales agreement. Currently only the item value is hitting the sales agreement fulfilled amount.  Can you tell me how to meet requirement?
