Explination of new run balance report feature?

Our payroll dept has run the Architecture Daignostic Report.

The rup11 document has a brief sentence about the new section of the report that says there are "user created" defined balances missing a run defined balance.  The report shows approx. 400 of these entries.  One has a name of "Add Life Ins Post Tax Lincoln Additional"  This wasn't created by our company.

What do we do with this information?
