Is there a way to automatically apply a package to a Fat client

I would like to apply a package to a fat from the command line.  I have created a powershell script to determine which package needs to be installed, but I cannot get that package to install.

I have tried using:

setup.exe ORACLE_HOME=c:\E920 PACKAGE_NAME=PY123456 -silent -E1_USER=JDE E1_PASSWORD=XXXXX E1_INSTALL_MODE=Typical JRE=XXX -force

Everything goes through it's process and seems to work, but the package is never actually installed.
