Any insights on bug and patch 20369415

Oracle 12.1.0.2 SE-2, w/ GI 12.1.0.2.  Stand-alone ASM, no RAC, no clustering of any kind.

Background:

When I upgraded from 11.2.0.4 SE-1 to 12.1.0.2 SE-2, I hit bug 20369415 and had to apply a PSU, then one-off patch 20369415. 

Some time after upgrade to 12.1, I applied PSU 180417.  This had a patch conflict with 20369415 and an SR advised that I needed to roll back 20369415, install the PSU, then install a new 20369415 specific to that PSU.  At the time, I wondered if I should just deinstall and forget the install of the new version (specific psu 180417) of 20369415.  My reasoning was that if the patch was to address a problem specific to getting upgraded from 11.2 to 12.1, then it probably isn't even needed post-upgrade.  But in the end I decided to go with exactly
