Ad hoc review and assignment process for service requests?

Hello all,

We want to do ad hoc assignments and approvals for new transfer credit requests in Campus Solutions. We want PeopleSoft to caputure/store the sequence of reviewers and comments, but we don't want to make a pre-defined workflow. For example, if a request comes in, I would assign it to myself, then decide who else should review it, assign it to them, and they could make comments and/or reassign it.

Does anyone have ideas how we might accomplish this?
