What do I need to do so the Owner of a Project/Task can modify the Target Release Date?

I have a client who demonstrated a case where the Owner of a Project gets the privilege to edit the attribute Target Launch Date. Using a profile that isn't the owner, I was unable to edit it. Now, the client wants this same behavior to apply to a different Project, but even after setting myself as the owner of the project, I was unable to change Target Launch Date. How do I make this behavior happen with this project.
