Expenses Risk Templates do not work if Workflow has a Static Path

I am exploring turning on the Risk Template feature which, up until know, was not configured

I have discovered an "entertaining" feature

All of our workflows contain at least one Stage that has Paths that are Static.  This is how I can route an item to all referenced departments (even any newly added ones caused by anyone doing split funding) and require at least one approver from each referenced department.

However, in putting together Risk Templates, I have discovered that the processing seeks out all potential approvers for a transaction so that rows may be inserted into EX_RISK_ER_DTL for all discovered risks.  The processing assumes that all the Paths are Dynamic and if not, catches the exception and moves on.
