Change color region oracle ebs 12.2.6

Hi community i have tow questions.

1. How can i change the color of a region of OAF in oracle ebs 12.2.6

2. I saw a MOS note that say if possible to Retaining Old login page by setting profile value : APPS_LOCAL_LOGIN_URL but i didnt find the profile. How can i set?
