How to prevent project tasks generating accounting entries?

Hi

Can anyone help with the below query:

We have recently implemented Oracle TIme and Labor (we do not use HR/Payroll) for the purposes of recording labor hours against projects so that time can then be later capitalised. However, the business now also wants users to enter time that into OTL that relates to ad hoc tasks. These ad hoc tasks should not generate any accounting entries but purely for the business to be able to report off them

We thought about setting up a 'dummy' project with tasks for this, however, it will always generate accounting entries. How can this be prevented?
