does BUG:28984815 apply to enrolling as well as unenrolling?

Using batch enrollment to mass enroll a group of employees to a wellness plan.  Each year the plan is ended and employees are re-enrolled based on meeting certain requirements so the list changes each year.  I added the [plan ID to P08392 as

and R083800 is set to proof, plan ID with associated batch enrollment parameters selected, no other fields entered, all enrollments set to 1, recalc = TRT, and reports selected.  Data selection is set to benefit status <> blank and category code PR018 set to Y (mass update for effected employees done via P06042).
